The organizations are not mechanical. They are community identities, Convergence voting blocs, and rival institutional responses to the same existential situation.
Atom reduces reality to energy and force. Nuclear Counterbalance is a specific configuration of both.

High-cost cards like Nuclear Counterbalance arrive after the Numogram has cycled at least once. The route is already drawn.

The Mind vs Matter Axis
Emanation vs incarnation. Is reality downstream of consciousness (Mind) or upstream of it (Matter)? The oldest philosophical dispute. Every idealism vs materialism debate is a move along this axis.
